TPC is seeking qualified Cambodian Nationals to fill the
Chief Finance Officer position as part of the localization
process of TPC.
Job
Statement
Under
the direction of the Chief Executive Officer, the CFO shall take
overall responsibility in managing TPC's financial and physical
resources, as well as in managing the effective and efficient
implementation of the Company's management information system.
He shall plan, develop and direct financial and administrative
policies and practices of the TPC to ensure that financial objectives,
goals and institutional growth are met and in accordance with
policies of Board of Directors and government regulations. S/he
main responsibilities will be:
Responsibilities:
1.
Interprets and implements financial and administrative policies
and procedures;
2. Reviews, revises, formulates appropriate
administrative and financial policies and procedures based on
existing needs;
3. In coordination with the COO,
prepares work load and budget estimates for specified operations;
4. Develops and implements financial
policies, procedures and controls consistent with prudent management
of financial risk, assets/liabilities, and liquidity management
(policy, procedures and control for accounting, expense and capital
expenditures, investment, etc.);
5. Develops and manages the financial
planning process of TPC to include annual budget, monthly forecasting
and cash flow projections and medium term strategic financial
plan;
6. Maps and sources possible external
funds to improve liquidity and solvency;
7. In coordination with the COO and
under direction from the CEO, determines reporting requirements,
frequency and user of the information;
8. Coordinates preparation of financial
reports as well as regulatory reports including analysis of financial
trends and variances as well as cost analysis as required;
Requirements:
1.
University degree in suitable area, preferably in Accounting,
Banking/Finance, Business Management or an equivalent 5 years
of experience;
2. Experience in small retail banking
financial operations;
3. Experience in training and adult
learning behavior for people with no finance/business background;
4. Strong written and oral communication
skills;
5. Financial planning and budgeting,
including projections of loans receivable and payable;
6. Preparation of external and internal
financial statements/footnotes;
7. Assessment and improvement of
financial systems and procedures;
8. Accounting and financial management,
including payroll, audit preparation, Account Receivables, Account
Payables, preferably in a microfinance institution;
9. Experience and expertise with
computerized Grants/Loan programs, databases, and MIS systems;
10. Accuracy, attention to details,
initiative and ability to manage multiple tasks and meet deadlines;
and
11. Interest in helping the poor
and marginal sector of the country;
